The Tuscany Region Telecommunications Network

The Tuscany Region Telecommunications Network, in its technical meaning, is a multi-vendor telecommunications infrastructure in the region that interconnects approximately 400 participants such as, local authorities, central government offices in the region, health agencies and hospitals, agencies that promote tourism and other public administrative bodies.

The RTRT was created in 1997 as an organized response to the challenge of technological innovation in Tuscany imposed by the Internet. From that date, the community of RTRT participants has grown to encompass public administration as a whole - many services and projects have been implemented through its usage.

Access to the infrastructure is now guaranteed by a plurality of providers, including one selected by the Region of Tuscany (through a competitive bidding process), which is entrusted with the implementation and management of the primary network. Others, like the ISPs (Internet service providers), have been accredited through a public process and added to a list that grants public administrative bodies the right to negotiate services and costs with a guarantee of medium-high quality standards.

The RTRT thus indicates the network of infrastructure and services shared by all public administrative bodies in Tuscany, aimed at ensuring high levels of efficiency and safety, sharing of databases, provision of applicable services and interconnection with other national and international networks over the TIX (Tuscany Internet eXchange) network. ISP accreditation is subject to their connection to the TIX, thereby creating a tight regional grid.

The RTRT is the community of participating members, whose organization is governed by Regional Law no. 1 of 26 January 2004, and bound by the acknowledgement of reasons of convenience and necessity, with particular focus on the technological and organizational integration aimed at achieving the objectives of the decentralization of planning and promotion/development of the Information Society.

The infrastructure is the geographical Tuscan part of the Public Connectivity System (or SPC, the national operational network for all Italian Public Bodies) and TIX is the SPC Tuscan node.

The applicable standards are:

  • Legislative Decree no. 82, March 7, 2005, updated by Legislative Decree No. 159, April 4, 2006, on the "Digital Administration Code" or CAD;
  • Regional Law January 26, 2004, no. 1, updated by Regional Law 4 June 2007, no. 33, "Promotion of Electronic Administration and the Information Society in the Regional System: the Tuscany Region Telecommunications Network";
  • regulations and disciplines deriving from the afore-mentioned sources

RTRT external connections

All RTRT external connections are certified and managed at the TIX Service Center (except for Internet connections of entities connected to the extended RTRT). There are currently two primary RTRT Internet providers linking to TIX at 450 and 100Mbps. The Central Public Administration, agencies and national service centers have more than 20 national portals, which can access the RTRT via TIX.

The TIX provides interconnection and interoperability with the Central National Government, the Regions and Local Authorities via the SPC (Public Connectivity System).
