"RTRT Primary Infrastructure" indicates the area of the RTRT infrastructure characterized as part of the 6882 Autonomous System and having public URLs belonging to the block 159.213.0.0/16. Until now, it has always been out-sourced by a provider selected through a public bidding process for the provision of services. Connection to the primary RTRT, in addition to allowing access to all RTRT services, provides access to the National Public Connectivity System (or SPC, the national operational network for all Italian Public Bodies) and the Internet via the TIX network.

The latest bid, "Planning, Implementation and Management of Data Transport and Security for the Tuscany Region Telecommunications Network (SPC-RTRT)" was awarded to Telecom Italia for the next 5 years (2009-1013), as were the two previous bids. The contract relating to the above mentioned bid (signed between the Region of Tuscany and Telecom Italia on May 12, 2009) permitted access by the Regional Council and regional organizations, companies and agencies (RT bodies) and bodies belonging to the Tuscany Region Telecommunications Network (RTRT Entities) pursuant to art. 42 of Regional Law 38/2007.
